when you're doing a painting, what to do first the background or the real picture?

I know my question makes no sense. But when you are doing a painting and one thing on him like a flower, the flower is drawn with pencil and then paint the background or paint the flower then the bottom. maybe I'm stupid and do not know, but I just want to know the easiest way. thanks.

I find it easiest to start with a neutral color across the canvas diluted (with oil use of turpentine part burnt sienna). Then take that same right to the tube and the color scheme loosely forms the largest of the subject. Then put all its dark and work to light colors. In between I could put in more of the background color really, but for unity, use a little color on the subject and come together in one part of the fund.
